There are many different insurers in Hong Kong offering local start coverage. These plans typically have limits or sub-limits which mean that if you have a condition or you need a type of operation, it will only be covered to a certain level. The plans are often what we will call experience rated, which mean that if you claim a lot one year then next year the plan will be adjusted based on your claims history.The plans are typically not geographically mobile, so if you move from Hong Kong the plan will not move with you. There are some time restrictions on the type of facilities you can access too, so the most famous international hospitals (Adventis and Sanatorium) may allow you access on a local plan, but it is pretty unlikely that the coverage on the local plan will allow you to be treated as it is expensive.
An international start plan on the contrary will have a very high level of coverage with few sub-limits. The plan is not experience rated, it is what we call community rated, so regardless of how much you claim you will pay exactly the same rate that everybody else in your 'community' does next year. The plan has no restrictions on the clinics and facilities you can go to and it is geographically portable, in other words if you moved to another country the plan will go with you. More than that, if you want to go back home for treatment, in say Australia or USA, that might also be possible.
Very importantly, local plans also tend to have restrictions around age were international plans don’t. Local plans will automatically stop coverage when you are 60 or 65, perhaps when you will need the health insurance the most, whereas international start plans generally have no age limit so you can keep renewing them as long as you need.
